Gives error "Product daf_butlerUtils not found"

I recently install dmstack version 16 following instructions from: https://pipelines.lsst.io/install/demo.html and when testing SDSS data it gives OK with no
installation error.

However, when I try to install obs_file, I first download the repo and cd into it.
Then the command setup -k -r fails with error:

setup: in file /Users/poudel/Softwares/NewDmstack/obs_file/ups/obs_file.table: Product daf_butlerUtils not found

How to install OBS_FILE?
