Instructions for install: 

Install latest yii framework (name it as framework). 
for instance if you are using xampp. 

./framework

./htdocs/todo

See the database access and other configs at: /protected/config/main.php

(if needed you can adjust settings also at: index.php in root folder of todo)

Uses mysql as the database. set up the database as: todo.   
You can ofcourse create other user than root to access the database if running it on hosting.
