So this is happening in the accountant where:

return core.RoundUpDivide(numSymbols, a.minNumSymbols) * a.minNumSymbols

where a.minNumSymbols is set to 0. This minNumSymbols field is preset to zero when initializing the disperser and reset when fetching GlobalPaymentParams from the disperser which returns a view global view from the PaymentVault contract.
