Configurable encoding param

Given different rollup batch posters could make use of different encodings of the DA Cert (e.g, Arbitrum does ABI encoding) then it could make sense provide an additional /put query parameter which allows a rollup to specify different encoding modes to avoid having to do unnecessary transformations.
