Proposal: A (moderated) "job portal" for open tasks in FOSS projects for non-programmers as well as for programmers. In such a portal projects could also present tasks for (also future) graphic designers, marketing experts, project managers. Students could find questions for their master thesis. This could also reach people (with good networking) who have never been involved with FOSS before.

This is a brilliant idea. Once we figure out how to present it (is it a connected portal, part of this si ngle Wiki, etc), we could do some outreach to make various teams aware of its existence and invite them to contribute on an ongoing basis.
A connected portal or board is probably faster and more efficient to implement. I did some research and wrote down some rough points that came to my mind.
