Provide source for csparc to get running on Python 3.8 and Windows?

I'm trying to get LSHVec to run using Python 3.8, for which there isn't a wheel. I'd also like to get this running on Windows, and I see there's only Linux wheels available. Would it be possible to include csparc+pysparc as non-compiled code?
