Pan-on-selection should consider the visible map area, not a fixed magic number

In the single-column layout, user selection scrolls the map up and pans the map so the object is visible in the remaining visible portion of the map. In the two-column layout, the map is always visible, so we should either skip the pan or pan so that the selected object is centered in the map.
