Add target values for attribute & skill ratings. 

Currently only the total ratings can be specified for the optimizer. This is a problem when species-/archetype-specific prerequisites have to met. 
The optimizer equations & the optimizer class must be extended to allow the specification of the ratings in addition to the total ratings.
