Question: Alternate sources?

There is a dataset by Harvard that is also 2016 Primary and Precinct based

Also, there is another repo from MEDSL with 2018 data only

Questions:

1. Are they the same data?
2. How can one turn Precinct Data into County Data?
3. Are there any data from 2014?

1. Yes theoretically, because ultimately the data sources were certified results.
2. A county is composed of wholly-contained precincts and partially-contained precincts. You can sum the wholly-contained precincts, and add the portion of partially-contained precincts that's within the county.
3. Yes from secondary sources like Open Elections, which was contributed by volunteers.
