TBB code incompatible with tbb>=2021.1

FYI, `task_scheduler_init()` was removed from TBB starting with v2021.1, so any newer versions are [no longer compatible](https://oneapi-src.github.io/oneTBB/main/tbb_userguide/Migration_Guide/Task_Scheduler_Init.html) with gaia.
