[Improvement] Allow Non-Admin User to Refresh Dashboard #216

In #206 (v 1.8.0) a new feature was added which prevents automatic regeneration of the dashboard when results are uploaded. Currently, the button which enable this functionality is only visible on the admin page.
It would be great if this option was also available on the main dashboard page to non-admin users. Use case: We have folks who regularly upload results to the dashboard, and thus would like the ability to refresh it. However, we would not want to grant admin access to these users, since it allows easy and perhaps accidental deletion of data.
