geotags_array in images replaced with toponyms_array in geometadata table.

We need to update both the Frontend and the API to switch to the new table.
In case public entities are using geotags_array we need to handle this
Also in case an image is missing entries in the new table, should we fallback to the old data in images geotags_array?
