[RFE] Add turn tracker to fail-prone equipment (MASC, Supercharger, RHS, etc)

It'd be really handy to add a state to these to track how many turns in a row you've activated the equipment. Off the top of my head, MASC, Supercharger, Radical Heat Sink System all would benefit from turn tracking.

Is a good idea to have handlers interact with phase end and turn end, I will implement hooks for it.
