What to do about "GitHub permissions prevent queueing"?

Since yesterday it seems that Mergifyio does not want to queue PRs for merging anymore. It reports this message on @mergifyio queue requests:

Details

The PR cannot be merged because of GitHub restrictions. You must set up a bot_account to automatically queue and merge PRs created by a GitHub App, or modify the GitHub Actions workflows.

Because the message includes a reference about the bot_account configuration option, we have set it for the update, rebase and merge actions. But that does not seem to be sufficient. The bot_account option work well for rebase, we assume the configuration is correct.

Here an example of the Mergify actions that work/fail (rebase is done by @ceph-csi-bot instead of Mergify):

The PR has been merged manually now, but ideally Mergify takes care of that.

Does anyone know what changed, and how we should adapt our configuration/permissions to get it working again?
