Required conditions of queue for merge not getting checked despite meeting the conditions

I am trying to use fast-forward method for my pull request which checks for the right label and base for the pull_request_rules conditions, it passes the conditions defined for pull_request, but when it is actually placed in the queue, it is just continuously running without checking any of the conditions

Does anyone have any insights into what is causing this?

I tried checking the queue status, but it does not tell me anything that indicate why these conditions are not met
