Investigate and resolve excessive account creation in dev environment

Users are reporting a large number of new accounts being created in the dev environment. This is due to the 'Alignment' process, which is meant to create multichain accounts with Ethereum and Solana addresses. However, it appears to be an excessive amount of accounts created beyond what is expected.

I am experiencing this issue.

Client: Mobile
Version: 7.57.0

My .js.env looks something like this:

export METAMASK_BUILD_TYPE="main"
export MM_ENABLE_MULTICHAIN_ACCOUNTS_STATE_2="false"

If there's any more relevant env vars let me know.

Happened to me after rebasing from main and it keeps adding new accounts as I switch between accounts (currently have 29 when intiially only had 2)
