[Bug]: MetaMetrics are sent even with MetaMetrics disabled

Describe the bug

With MetaMetrics disabled in Settings I still get metametrics events such as accounts_v2 as soon as I open the wallet.

Expected behavior

No metametrics events are captured with MetaMetrics disabled.

Steps to reproduce

1. Load MetaMask with MetaMetrics disabled (or do not opt in at wallet creation)
2. Open Service worker/Networks tab
3. Close and reopen MetaMask
4. Check networks tab and see accounts_v2 metrics sent
