[Bug]: After restarting the extension wallet shows all ETH balance as zero and ETH cannot be found in the destination asset picker

Describe the bug

As you see in the video I installed 13.6.0 from scratch, imported my SRP and everything is working fine, balance shows $97 ETH on Ethereum and $5 ETH on Linea. Then I restart the extension and the wallet show both ETH balances goes to zero and I cannot find ETH in the swap destination asset picker anymore.

The trigger is the extension restart but it also happens if I restart the laptop. After that I cannot recover from this situation.

I tried the same steps on 13.5.0 and it's not reproducing

Expected behavior

Balances are correctly shown and I can find ETH in the asset picker when bridging

Steps to reproduce

1. Once you install the app after importing an SRP, restart the extension
2. Notice that the ETH balance go to zero
3. Initiate a bridge and put ETH in the destination asset picker and notice it cannot be found
