What is this about?

We reverted #15653 because it causes failures in the smoke pipeline but interesting enough, the newly added e2e test is passing.

Ommitting favicons: [] from default fixture fixes the smoke pipeline but breaks the new test.

We should investigate. A potential solution is add some favicons to the list.
