Figure out and then codify a canonical Ocap URL scheme #477
Description
As described in Notes On The Design of An Ocap Kernel, there have been a number of proposals for Ocap URLs, none of which seem to be 100% suitable for our needs but one of which is probably a good starting point that does most of the job. We need to pick a scheme and flesh it out until it meets our needs. This will probably include discussions with the folks at Agoric and Spritely to lock in the design, hopefully in a way everyone can agree on.
