Summary

This update is to allowlist the version 3.1.0-staging that will be used to resolve to known issues on users getting their funds stuck because of the way Starknet derives account. This version will be available here: https://staging.snaps.consensys.io/starknet and will allow users to get access to their funds stuck on non-deployed Starknet account by forcing the discovery.
