[BUG] Address component doesn't have tooltip on truncated address #2971

According to the documentation :

"Address
Outputs a formatted text field for a blockchain address. [...] Hovering over the address shows the full value in a tooltip."

However the tooltip doesn't work.
Using the documentation example is enough to reproduce the bug.

Context : used in a snap dialog.
