Photo CD Operating System - can't switch application disc to a Photo CD

A rarely talked about feature of Sega Saturn consoles is support for Photo CD disc format, made possible by either Video CD card (absent from the core) or special application disc. Such disc was released in Japan and Europe, known in those regions respectfully as either SegaSaturn Photo CD Operator or Photo CD Operating System. You are supposed to start the application disc and, after loading, the program will ask you to swap the application disc for a Photo CD of your choosing. Otherwise the application includes some sample pictures of 3D renders from early Saturn games.

Currently the core does not allow you to swap the disc to a Photo CD. Changing disc to another one present in the game folder triggers no reaction from the program. Pressing Start to load sample images afterwards crashes the application.

Tested on core Saturn_20250613 with discs:

I can't find "Sakura Taisen - Teigeki Secret File (Japan)". Is a "Teigeki Graph" the same as a "Teigeki Secret File"? What other Photo CD are there that are easier to find?

"Sakura Taisen - Tengeki Graph..." is a Sega Saturn game, it has nothing to do with Photo CD format. Redump has a separate list of Photo CD format discs which they dumped. As such it could be found in a separate disc set with other discs in this format. Theoretically everything listed here should work as a testing specimen:
