This steps will not work when trying to enable wsl on a Windows 11 24H2 offline machine
The package provided for offline installation is not valid for windows 11 24H2

in:
Download the latest package:

WSL2 Linux kernel update package for x64 machines

The correct files are https://github.com/microsoft/WSL/releases/tag/2.3.26

x64:
https://github.com/microsoft/WSL/releases/download/2.3.26/wsl.2.3.26.0.x64.msi
arm64:
https://github.com/microsoft/WSL/releases/download/2.3.26/wsl.2.3.26.0.arm64.msi

maybe even better, it can point to all releases so user can choose:
https://github.com/microsoft/WSL/releases
