✨ Spec Updates

• Future availability by vehicle (#726): A vote was passed to add an optional endpoint that describes the future availability of each vehicle (useful for systems with vehicle reservation, e.g. carsharing). Producers and consumers can already start implementing it and become 🥇 First Adopters.
• Fare capping (#507): A proposal has been reopened to represent pricing plans with fare capping. Join the discussion.
• Time to Live (#733): The TTL values in the spec examples were changed to 5 minutes for non-real-time files. TTL is used to improve the performance and manage the caching of data.
