InsufficientGas issue caused by abnormal gas consumption

I'd like to report a problem regarding gas calculation. I've noticed an "InsufficientGas" error in many transactions. My initial analysis suggests that gas consumption shouldn't be that high, and an "InsufficientGas" error shouldn't occur.

Below is an example.

I've identified two transactions with identical content (identical PTB and gas budge), located at the same checkpoint, and immediately adjacent to each other, with no other transactions between them.

However, one transaction executed normally, consuming 0.004890428 SUI, while another transaction reported InsufficientGas.

can I ask what the expectation is here? the 2 transactions are the "same" from the PTB perspective but that does not mean they run the same code. In fact, judging from how long they take (one immediate, the other takes time) they are likely (as in I am sure) to execute different code path.
I'd say this is all "normal".
I suppose my question to you would be:
what kind of tools do you think we could offer to expose those issue in a more immediate way?

I'll run traces on both transaction when I got some time and report here what I am seeing, but again I do not think there is an issue here (more later)
