Umbrella issue for new package management

This issue is for discussions related to the new package management system, which is currently in main and will be included in the 1.63 release (early January).

To use the new version, you will also need nightly releases of mvr and move-analyzer.

suiup install sui --nightly=main
suiup install mvr --nightly=ml/pkg-alt-integration
