Allow mission model to provide tool tip for parameters, computed attributes, and resources

It would be useful if the mission model could provide a tooltip for an activity parameter. This would allow the mission model to provide context on how the parameter is used, it's units, etc.

For Clipper, priority is parameters, then resources, then computed attributes.
