Document AWS deployment steps for API 

Need to document: 
- Steps to deploy a new stack to AWS (env vars? permissions?)
- VPC's per region limit and how to use the `VPC_ID` env var to circumvent that limit
    - Requirements for the VPC, if using an externally created one.
