Investigate missing search bar in stac-browser [BLOCKED by upstream package]

What

The recently deployed stac-browser does not have a search bar. It is unclear whether this is related to backend/api/stac or stac-fastapi changes or if stac-browser configuration changes are needed within the browser deployment.

Pagination disables the filter bar, since the filter assumes the full catalog is available client-side. radiantearth/stac-browser#505

I tried disabling the OffsetPaginationExtension on SIT, which is a bad fix (filter bar comes back, but only filters on the first 20 collections). This will eventually be improved upstream but is likely blocked for now - https://github.com/NASA-IMPACT/active-maap-sprint/issues/1234
