Plot subgrid data from h1 history files

What is this new feature?

Plotting subgrid data is critical for Land Diagnostics (e.g. PFT or crop specific results from clm2.h1 files)

• See sample uxarray notebook for PFT survival with ne30 target grid

• Similar xarray notebook for data on an f09 grid

• Create timeseries and climo files for h1 history output (likey only using a subset of variables)

• Convert notebooks into python scripts that use ADF infrastructure

• Create webpages to display results
