Add option for contour ranges for 3d variables at different levels #373

What is this new feature?
It was brought to my attention that there is a desire to have the option to set the contour ranges for different levels in 3d variables for plotting.
Ie setting contours for 250 and 800mb for winds.
This shouldn't be too difficult, just need to work on the execution.
Assistance required?
