Describe the Enhancement

The NSF NCAR instructions for Hurricane Matthew in docs/Users_Guide/use_cases/matthew/nsf-ncar.rst currently only include instructions for running METplus using local WRF output that was NOT generated by running an I-WRF container.

These instructions should be updated to include generating the Hurricane Matthew output using I-WRF by running containers with Apptainer. Please update these instructions to include running WRF, referencing the other examples of doing so on Jetstream2 and Red Cloud.
