Evolving conditions and initial conditions are not correctly synchronized

The attached configuration has initial conditions for time 0 in the evolving conditions. They seem to be ignored.

Acceptance criteria

• A simple test configuration containing both evolving and initial conditions are created
  • Initial conditions should valid
  • Evolving conditions should set something at time 0 as well as something in between chemistry time steps
• The initial values from the initial conditions are overwritten by the evolving conditions

Ideas

• Modify the attached configuration. Make it run for only a few time steps, but enough to test the above conditions
