Update the list of FAIR checks

The list and description of FAIR checks at https://github.com/NCEAS/metadig-checks/blob/main/docs/DataONE-FAIR-Quality-Suite.csv needs to be updated to the current FAIR version (0.3.1).

@gothub Any idea when the FAIR checks will be updated to the current version? We are planning and need to review updated checks to come up with an implementation plan for ESS-DIVE milestone to update/extend our automated quality checks, due in March @vchendrix Thank you!

@JEDamerow I'll update the list/description of FAIR checks this week or early next week.

What are your ideas about updating the ESS-DIVE assessment suite? Is there a github issue or other document in an ESS-DIVE repo or other location? If so, any current issues/docs can be linked here for reference.

If not, please feel free to start an issue here to collect ideas.

@gothub sounds good! We have a general epic in zenhub for updating automated quality checks from our ess-dive-project github repo, and will add issues for the specific checks that we would like to add. I think you have access to this? Hoping to have a tentative list to discuss early next week.
