Add a locations layer to the map for displaying all locations

Add a locations "layer" to the map, displaying all locations.

Part of epic #547

The rationale here is that we always want to see the ANET Locations when looking at any map. An icon should be chosen to make location less dominant than engagements, and to cluster when necessary.
