Plant Hydraulics docs should be adapted for website #103

It seems like the Plant Hydraulics Module section was taken more or less verbatim from Ding et al. (2023), without adaptation of the text to better fit the website. This caused me some confusion when I was first reading it, primarily because it refers to a model configuration that isn't always on (and, indeed, is off by default in CTSM-FATES).
Other issues:
- Text like "In this version of FATES-Hydro" is odd, as it implies the text might not describe the plant hydraulic module currently in the code. Ding et al. (2023) does not seem to be the canonical literature citation for FATES-Hydro, which instead seems to be Xu et al. (2023).
- "Richards’ equation" is not explained, although I see it wasn't ever explained in Ding et al. (2023) or Xu et al. (2023) either.
