Add section to user's guide describing how to use fates tools #49

Is your feature request related to a problem? Please describe.
The fates tools currently rely on in-code comments and script help function outputs. We should provide more comprehensive "how-to" and reference documentation on the tools.
Describe the solution you'd like
Add sections for tooling in the "how-to" and "references" subsections.
Describe alternatives you've considered
READMEs could also be included in the tooling directories as well. These could also point to the user's guide.
