carbon balance error on main when logging and land use

I ran into a carbon balance error in ELM (i.e. outside of FATES) when running with transient land use change and logging enabled. The problem is because the product pools weren't being handled properly in the carbon balance check. This commit ckoven/E3SM@6a011c6 fixes the problem.
