Convert fates `tools` directory into a git submodule its own repository

Describe the changes

Build a new fates-tools repo and migrate the scripts found in the tools directory into the new repo. Add the fates-tools repo as a submodule to the fates repo.

Is your request related to a problem?

I found troubleshooting #1335 difficult as I needed to work with different versions of the tooling and code that conflicted with each other.

Alternative options

Combining the tool scripts into a python package that could be used via pip or conda might help alleviate this specific issue somewhat, although it would still present a problem to other users that decide to use the scripts directly instead of using the packaged scripts. This option is captured in #1243.
