Triage NGEET github teams and address overlapping permissions

### Task description

While trying to invite some new members so that they could be easily tagged in an discussion I found that I had to add the new member to the "dev_team" to enable autocomplete.  This team is pretty large currently and I think it would be ideal to develop some additional categories that provide more refined github permission structure.
