Describe the issue
I'm running FATES (version: sci.1.81.1_api.38.0.0) with CTSM (version: ctsm5.3.029) on Derecho, and ran into carbon balance errot (see log output below). I used the default FATES params with 4 PFTS (three FATES needle leaf evergreen extratropical PFT and one FATES broadleaf evergeen extratropical PFT). Forcing data is customized, WRF forcing. Fire is turned on with mode 2. Error happens at the beginning of the run, so no hist file output at all.
The case dir on Derecho is: /glade/work/xiugao/ParSensRuns/Cases/api38-test_CLM_FATES
run dir is : /glade/derecho/scratch/xiugao/ParSensRuns/Simulations/api38-test_CLM_FATES
