Update API called subroutines that have unused `bc_` calls

The following variables also have unused bc_ calls, but are not included in this PR as they are called via the HLM and would require an API update:

• AccumulateFluxes_ED
• canopy_summarization
• init_site_vars

These will be handled in a seperate PR.
