Update BCI patch file output name

Task description

The BCI parameter patch file designates that API 35 in the output file name:

fates/parameter_files/patch_default_bciopt224.xml

<new_file>fates_params_opt224_1024_api35.cdl</new_file>

This causes a little bit of confusion among users as they are not sure if it's compatible with the current API version of fates. I think we should change the output file name to be agnostic to the API.

We should run a check to make sure that this patch actually still works and that none of the variable names have changed since API35.

Separate from the task identified in this issue, it's a good reminder that we discussed having a supported single point FATES case for CLM users to run at BCI. Is this something that should be in the CLM6 release, and if so, should we subset surface dataset accordingly, @ekluzek @slevis-lmwg ?
