Update radiation model to two-stream

Task description

In a call just now, @rgknox, @adrifoster, @jenniferholm, and I discussed that now might be the time to update our default radiation model to two stream. Since the switch for this is via namelist arguments, accomplishing this will require PRs to host models to update the defaults. Let's use this thread to keep track of those PRs and close this issue when they are integrated.

The twostream is already in the default for the https://github.com/NorESMhub/CTSM/ repo, fwiw.
