Provide user with the ability to call the tool and auto-download the necessary input files

Since the input data files are available publicly online, it would be convenient to automatically download the necessary files for the user from a single call.  This will also help avoid simple user errors and improve validity in the outputs.  

In this case, the user would only need to provide an input  surface data set to use as a regridding "target".
