SIS2 restart trouble when checking for NaN #218
Description
On restart, SIS2 calls SIS_C_dyn_read_alt_restarts before the underflow variables have been set. In the debugger,
I see that CS%str_underflow has the value NaN which causes the run to crash at L#2170 of SIS_dyn_cgrid.F90.
