pserver development.ini gives IOError: [Errno 2] No such file or directory: '~/OilLibraryAPI/development.ini'

I installed OilLibraryAPI and tried to test it.

when typing

pserver development.ini
I got
[Errno 2] No such file or directory: '/raid/dj/Modeling/OilLibraryAPI/development.ini'

Indeed, there is no file named develoment.ini on OilLibraryAPI
I found development.ini under ~/PyGnome/web/gnome/webgnome/development.ini

I wonder if I can use this file for OilLibraryAPI. I was told that this web directory should be removed.

I see that our documentation is not up-to-date.
We started with a development.ini file in the source code, but later changed it to config-example.ini to make it a consistent name across our web server projects.

So instead, type in the command:

pserve config-example.ini

This will give you a default configuration at localhost.
