[5pt] Sierra test fails to create static GPKG #1600
Description
The calculate_rc_diff function fails if the input data for a HUC is missing any of the required recurr_interval. Additionally, there is a bug in the script when generating the boxplots.
To improve the script, we plan to add a new function that will compare two FIM outputs.
