Proper identification of the Voltage Type

I am curious on how are we identifying the voltage type here?

It seems like the voltage is explicitly defined as LINE_TO_GROUND but in one of the OpenDSS forums, I found this:

"You can define the base voltage using line-Neutral kV or L-L kV. The base kV is displayed on the various reports in L-L kV even if it is a 1-phase bus."

I think it will be worth figuring out some way to determine the type of voltage or I could be misinterpreting this code. Thoughts?
